Committee Members

The Elmore County Association of Black Heritage (ECABH) operates the museum. Because the museum is totally dependent on volunteers, there are no regular operating hours.  Individual and group tours of the facility can be scheduled by calling (334) 567-5330.

The Association meets quarterly on Tuesday’s at 10:00 AM;  meetings are open to the public.

Elaine Pace

Elaine Pace is Board Chairperson of the Elmore County Black History Museum. Born in Montgomery, Alabama, she graduated from Booker T. Washington High School and has a Bachelor Degree in Biblical Studies. Ms. Pace moved to Atlanta, Georgia where she worked for the Department of Treasury for over 38 years. Ms. Pace is currently retired and lives in Wetumpka, Alabama where she does volunteer work in the community, work with various boards and has been Chair of Elmore County Black History Museum for six years. Ms. Pace’s mother and several relatives graduated from Elmore County Training School, so the school and museum are very dear to her heart.

Frazine Taylor

Frazine Taylor is the President of the Elmore County Association of Black Heritage, Chair of the Black Heritage Council of the Alabama Historical Commission and Vice-President of the Friends of the Alabama Archives. She serves on the boards of the Patrons for the Study of Civil Rights and African American Culture at ASU, the Alabama Cemetery Preservation Alliance, and the Alabama Governor’s Mansion Authority. Since 2004, Ms. Taylor has coordinated the African-American Course for the Institute of Genealogy and Historical Research (IGHR) at Samford University, Birmingham, Alabama.

Lewis E. Washington, Sr. is the Treasurer of the Elmore County Association of Black Heritage, former City Councilman, District 2, City of Wetumpka; former Mayor, City of Wetumpka; former Youth Director, Second Missionary Baptist Church and Chairman of the Deacon Board; Retired from Lucent Technology; Vice-President NAACP and Wishful Master, Hill City Lodge #21.

Billie Ruth Rawls

Billie Ruth Rawls is a committee member of the Elmore County Association of Black Heritage and Curator and Vice-President of the Elmore County Black History Museum. Billie attended Elmore County Training School from first to seventh grades and  is a 1968 graduate of W.B. Doby High School.  Billie is a graduate of Alabama State University, with a Bachelor of Science in Criminal Justice and a Minor in Arts and Design. She currently works in the Elmore County Action Head Start.
